Peter Graham
Biography
Peter is currently an Associate Partner at IBM and is part of the Global Customs, Borders and Revenue Management Team as a subject matter expert on Immigration, Border Security and Identity Management. Peter works with key IBM clients around the world on strategic border security and identity management programs.
Previously as Director of Special Projects in the UK Immigration Service Peter led a number of strategic projects, including international data sharing and registered traveler programs (Projects IRIS and MiSense), charging and the future of the UK’s Visa and Border Control Strategy. Prior to this Peter was Director of Strategy and Policy for e-Borders, a multi-agency programme, being developed in the Immigration and Nationality Directorate of the Home Office, which will transform the concept of operations for securing UK borders. Peter led the development work on the e-Borders strategy, business operating model and business case.
Peter joined the Immigration and Nationality Department of Home Office in 1991 and was responsible for the successful establishment of the Asylum Screening Unit and the Third Country Unit. In 1993 he managed the successful introduction of fingerprinting into the Immigration and Nationality Directorate’s business. He has also worked in immigration appeals, European asylum policy and criminal justice policy.
Peter joined the Immigration Service in 1999 where he was responsible for finance and human resources. Peter was made Deputy Director for Border Control Operations of the UK Immigration Service in 2001 with particular responsibility for policy, strategy, modernisation and carrier relations. He led the operation to close Sangatte Refugee Camp in Northern France as well as developing the UK’s successful Airline Liaison Network.
